| When you click the npc wad did he say ?? Or did u had the 22 luk and 3 from the bandana ... U need 25 base dex If u checked it and its 25+3=28 then mayb its really a bug or maybe there's disconnection and the npc doesnt seem to respond when tt happens.  Hope that helps. | |

| yup yong is correct  you need a base of 25 and not 22+3 or anything else +1 point for yong | |
